How Much Does It Cost to Get Your Own Authority? Every Fee for 2026
Reviewed by the ICR Filings compliance team · Updated October 19, 2026
Running under your own authority means you haul for your own customers under your own USDOT and MC numbers, instead of leasing on to another carrier. The government fees are lower than most people expect. The big costs are insurance and your truck, and the step that delays most new authorities is a missed insurance filing.
The federal fees
| Item | Fee | Paid to |
|---|---|---|
| USDOT number | No government fee | FMCSA |
| Operating authority (MC number) | $300 per authority type, no refunds | FMCSA |
| BOC-3 (process agents) | Set by the process agent | A process agent |
| UCR, first year | $55 for 0 to 2 vehicles, $167 for 3 to 5 (2027) | The UCR Plan |
| Clearinghouse queries, if you hold a CDL | $1.25 each | FMCSA |
| MCS-150 update every two years | No government fee | FMCSA |
FMCSA takes payment by card only; it stopped accepting checks in September 2025. If you need more than one kind of authority, such as carrier and broker, each one is $300.
The costs that are not government fees
- Liability insurance. FMCSA requires your insurance company to file proof of coverage: at least $750,000 for general freight in vehicles of 10,001 lbs or more, $1,000,000 for certain hazmat, and $5,000,000 for explosives, poison gas, or radioactive materials. Premiums for new authorities vary a lot by state, equipment, and driving record, so get quotes early.
- Drug and alcohol testing. If you drive a vehicle that needs a CDL, you must be in a testing program. Owner-operators join a consortium, typically around $85 to $300 a year plus about $70 per drug test. See the Clearinghouse for owner-operators.
- State items. Depending on where you run: IRP plates, IFTA fuel tax, and state permits such as Kentucky KYU or New Mexico weight distance tax.
Step by step
- Form your business with your state and get an EIN. The legal name and address must match exactly everywhere you use them, or FMCSA delays the grant.
- Set up Login.gov and apply in Motus for your USDOT number and operating authority together. Pay $300 for each authority type.
- Have a process agent file your BOC-3 as soon as your MC number is assigned.
- Have your insurance company file your proof of insurance right away (see the deadline below).
- Check FMCSA's L&I record until your authority shows Active. Do not haul for hire before it does.
- Register for UCR, join a testing consortium and register in the Clearinghouse if you hold a CDL, and set up IRP and IFTA if your state requires them.
The insurance deadline
After you apply, FMCSA publishes your application in the FMCSA Register. Your insurance company must file your proof of insurance within 20 days of that publication. If it does not, FMCSA serves a notice that your application will be dismissed unless you comply within 60 days. Line up your insurance agent before you apply, and tell them your MC number the day you get it.
How long it takes
Your USDOT and MC numbers come early in the process, and your insurance company and process agent need the MC number to file. The authority becomes active once FMCSA has your insurance filing and BOC-3 on record and the application is approved, which commonly takes a few weeks. You can check progress any time with an L&I lookup.
After you are active
- New carriers enter FMCSA's New Entrant safety program, so keep driver files, hours of service, and maintenance records in order from day one.
- Update your MCS-150 every two years and register for UCR every year.
- Keep your insurance and BOC-3 in force. If either lapses, FMCSA suspends your authority (what to do).
