2027 Unified Carrier Registration (UCR)

2027 UCR registration is now open. Required businesses should complete their filing before January 1, 2027.

If your business crosses state lines, 2027 UCR registration is one filing you cannot skip. Unified Carrier Registration applies to for-hire motor carriers, private motor carriers, freight forwarders, brokers, and leasing companies operating in interstate commerce, and the amount you owe depends on the size of your fleet. A one-truck owner-operator and a 200-truck fleet pay very different amounts under the same program.

This page covers who needs to file for 2027, the final government fees, how your bracket is set, what to have ready, and what you get once your filing is processed. Read it once and you will know exactly what to file, what it costs, and what happens next.

Who Needs to File UCR for 2027?

UCR applies to your business if you operate in interstate commerce as one of the following:

  • For-hire motor carriers
  • Private motor carriers
  • Freight forwarders
  • Brokers
  • Leasing companies

UCR is not tied to having a USDOT number by itself. It is tied to whether you actually move freight, broker loads, or lease equipment across state lines, so eligibility depends on your operations, not just your paperwork. Carriers that never leave their home state generally do not need it.

If you are not sure your business needs to register, the UCR Plan's Do I Need to Register? page explains the rules, or you can ask us first. If you do not have a USDOT number yet, you will need one before you can file UCR. You can apply for a new USDOT number here first.

Why 2027 UCR Registration Matters

Participating states enforce UCR at roadside inspections and weigh stations. Businesses that are required to register and do not complete their 2027 filing before January 1, 2027 can be cited and fined by those states, and the unpaid fee is still owed.

UCR is also checked during audits. The UCR Plan compares the fleet size you declare against state vehicle registration records, so filing in the right bracket the first time saves you a correction later. Handle it before the deadline, not after.

2027 UCR Fees

The 2027 UCR fee schedule was finalized in 2026 and takes effect for registrations filed from October 1, 2026. The government fee brackets below are set by the final 2027 fee rule and are based on the number of commercial motor vehicles your business operates:

Number of vehicles2027 UCR government fee
0 to 2 vehicles$55
3 to 5 vehicles$167
6 to 20 vehicles$333
21 to 100 vehicles$1,163
101 to 1,000 vehicles$5,548
1,001+ vehicles$54,165

For example, a three-truck operator falls into the 3 to 5 vehicle bracket and owes $167 for 2027, while a 50-truck fleet falls into the 21 to 100 bracket at $1,163. These amounts are the UCR fee only. The ICR Filings service fee is separate and is shown with your total before you pay, along with optional add-ons such as express processing.

How Your UCR Fee Bracket Is Determined

For motor carriers, your bracket is based on the number of commercial motor vehicles you operate. You can use the total from your most recent MCS-150 biennial update, or the number of vehicles you owned or operated in the 12 months ending June 30 of the prior year. Trailers do not count, and vehicles used only within one state can be left out.

If your fleet has grown or shrunk, or your MCS-150 is out of date, your UCR bracket could be wrong. Filing UCR does not update your MCS-150. When the count you enter does not match what FMCSA has on file, our order form flags it so you can add an MCS-150 update to the same order.

Brokers, freight forwarders, and leasing companies that do not operate trucks are placed in the 0 to 2 vehicle bracket. If you are not sure which bracket applies, you can check your USDOT number and we will show you before you file.

Carriers Based in Non-Participating States

Ten states and districts do not participate in UCR: Arizona, the District of Columbia, Florida, Hawaii, Maryland, Nevada, New Jersey, Oregon, Vermont, and Wyoming. Carriers based there still have to register if they operate interstate. They register through a participating state where they operate, and we handle that choice for you.

Before You Start

Have the following ready before you begin your 2027 filing:

  • Your USDOT number
  • Your current fleet count, used to set your UCR fee bracket
  • Your business classification (motor carrier, private carrier, broker, freight forwarder, or leasing company)
  • Current company and contact information
  • An email address for your receipt

How 2027 UCR Filing Works

  1. Enter your USDOT number. We load your company name and vehicle count from FMCSA records.
  2. Confirm your vehicle count and business type, and choose regular or express processing.
  3. Review your total, which includes the 2027 UCR fee and the ICR Filings service fee as separate lines, then submit.
  4. A specialist files your registration and pays the UCR fee on your behalf. You get an email confirmation with your receipt once it is processed.

What You Receive After Filing

Once your information is submitted, ICR Filings processes your 2027 UCR filing during normal business hours, usually the same business day, and sends your UCR receipt to the email on file. Your registration is then searchable in the UCR system so inspectors and states can confirm it.

We cannot guarantee specific processing times, acceptance, or protection from fines or enforcement, since those are decided by the UCR Plan and individual states. We will keep you informed of your filing's status the whole way, and we will remind you next fall when the following year opens.

Already Registered and Need a Change?

If you already registered for 2027 and your vehicle count was wrong, you can file a UCR adjustment instead of registering again. Missed last year? File your 2026 UCR at the 2026 fee. New carriers usually also need a BOC-3 before their authority goes active.

2027 UCR Frequently Asked Questions

When does 2027 UCR registration open?

2027 UCR registration opened October 1, 2026.

When is 2027 UCR registration due?

Required businesses should complete their 2027 UCR registration before January 1, 2027. States can enforce it from that date.

What are the 2027 UCR fees?

The 2027 government fee ranges from $55 for businesses with 0 to 2 vehicles up to $54,165 for fleets of 1,001 or more. See the fee table above for every bracket.

Who needs to register for UCR in 2027?

For-hire motor carriers, private motor carriers, freight forwarders, brokers, and leasing companies operating in interstate commerce. Eligibility depends on your operations, so check with us if you are not sure.

How is my UCR fee bracket determined?

Carriers use the vehicle count from their most recent MCS-150 or the number of commercial vehicles operated in the 12 months ending June 30 of the prior year. Trailers do not count. Brokers, freight forwarders, and leasing companies without trucks pay the 0 to 2 vehicle fee.

My business is in Florida. Do I still register?

Yes, if you operate interstate. Florida does not participate in UCR, so Florida carriers register through a participating state where they operate. We pick the right state for you.

Does filing UCR update my MCS-150?

No. They are separate filings. If your truck count changed, you may need an MCS-150 update so FMCSA's records match the bracket you register in.

How long does it take?

Most UCR orders are filed the same business day. Express processing moves your order to the front of the queue.

What if I forgot to register last year?

You can still file for 2026. It is priced at the 2026 fee schedule. See our 2026 UCR page.
