Drug and Alcohol Clearinghouse for Owner-Operators: How to Register in 2026

Reviewed by the ICR Filings compliance team · Updated October 19, 2026

The FMCSA Drug and Alcohol Clearinghouse is the national database of CDL drivers' drug and alcohol program violations. Every employer of CDL drivers has to use it, and if you drive a CDL truck for your own company, FMCSA counts you as both the employer and the driver.

Do you need to register?

You do if you hold a CDL and drive for your own company under your own USDOT number. FMCSA's rules for both employers and drivers apply to you.

Not sure your trucks need a CDL? Use our filing checker. Drivers who lease on to another carrier are covered by that carrier's program instead.

Why owner-operators need a consortium (C/TPA)

An owner-operator must designate a consortium or third-party administrator (C/TPA) in the Clearinghouse as part of registering. The consortium runs your random testing pool and reports any violations to the Clearinghouse for you, which an owner-operator cannot do for themselves. It can also run your queries.

Consortium memberships for one driver commonly run about $85 to $300 a year, with drug tests charged per test. Compare what each one includes. We recommend Vertical Identity, which is $85 a year for one driver.

How to register, step by step

  1. Join a consortium first, so you can name it during registration.
  2. Create a Login.gov account. If you already use one for Motus, you can sign in with the same one.
  3. Register at clearinghouse.fmcsa.dot.gov as an Employer, with your USDOT number.
  4. Designate your consortium as your C/TPA. It then accepts the designation from its side.
  5. Register separately as a Driver with your CDL, so you can give consent when a query is run. The driver account needs its own Login.gov login with a different email address.
  6. Buy a query plan.

What it costs

  • Registering is free.
  • Queries cost $1.25 each, whether limited or full, and are bought through a query plan.
  • Only the employer can buy the query plan. Your consortium cannot buy it for you, but it can run queries once you have one.

The ongoing rules

  • Before a new CDL driver starts: a full query, which the driver approves electronically in the Clearinghouse.
  • Every year: at least one query on every CDL driver you employ, including yourself. A limited query needs only a written consent, which can cover more than one year.
  • Violations: reported to the Clearinghouse. For owner-operators, the consortium does the reporting.

Can someone else register for you?

FMCSA allows someone else, such as a consortium, to complete the registration for an employer, but every user needs their own Login.gov login and identity check. Never give anyone your Login.gov password or codes. The employer stays responsible for compliance either way.
