What Is a BOC-3 and Who Needs One?
Updated October 13, 2026
The BOC-3, or Designation of Process Agents, names a person or company in each state who can accept legal papers on behalf of your trucking business. FMCSA requires it before your operating authority can become active.
Who needs a BOC-3
- Motor carriers applying for MC operating authority
- Freight brokers
- Freight forwarders
Blanket coverage
Most carriers use a blanket process agent company, which covers all 50 states and DC in a single filing. Agents must keep a real physical address in each state they cover; a PO box does not qualify.
When to file
File right after applying for authority. Carriers who wait until the protest period ends often add days or weeks to their activation.
When you need a new one
- Your legal name or ownership changed
- You are switching process agents
- Your agent cancelled its filing
What happens if it lapses
If your BOC-3 is cancelled and no new one is filed, FMCSA can suspend your authority. A new filing and a reinstatement request fix it. See authority reinstatement.
