How to Get an MC Number in 2026: Step by Step Through Motus

Updated October 13, 2026

If you haul freight for pay across state lines, you need operating authority, commonly called an MC number. Since May 2026, applications go through FMCSA's Motus system. Here is the order that avoids delays.

1. Form your business and get an EIN

Form your LLC or corporation first, then get an EIN from the IRS. Your legal name has to match exactly across your state filing, your EIN letter, and your FMCSA application. A difference as small as "LLC" versus "L.L.C." can cause a rejection.

2. Set up Login.gov and verify identity

The company official creates a Login.gov account, signs in to Motus, and completes the identity check with a photo ID and a selfie. Only the company official can do this step.

3. Apply for a USDOT number and authority

In Motus, apply for a USDOT number if you do not have one, then apply for operating authority. Most freight carriers choose Motor Carrier of Property. FMCSA charges $300 per authority type, and it is not refundable, so choose carefully.

4. File your BOC-3 right away

A process agent files your BOC-3, naming agents in every state. Do this during the protest period, not after, so it does not hold up activation.

5. Get your insurance filed

Your insurance company files proof of liability coverage with FMCSA (form BMC-91 or BMC-91X). General freight carriers need at least $750,000. You do not upload this yourself; your agent files it.

6. Wait for activation

Your application is published and goes through a protest period. Once the protest period ends and your BOC-3 and insurance are on file, FMCSA activates your authority. During the Motus rollout, plan for about 3 to 5 weeks total. Do not haul until your authority shows active.

7. After you are active

  • Register for UCR for the current year
  • Join a DOT drug and alcohol testing program and register in the Clearinghouse
  • Set up IFTA and IRP if you run across state lines
  • Expect a new entrant safety audit within your first 18 months
